With the gate open, my mercenaries tried the inner courts at first light. They came back half-deaf and shaking. They say the courts are full of drowned women, wailing, and that the wailing gets inside your head. Banshees, most likely: the spirits of the city's dead, too angry to rest. Put them to rest. When a banshee fades it sometimes leaves something behind, a pearl of the sound it made. Bring four of those to Aradia at the camp. She'll know what to make of them.
On Completion
Hold one to your ear. Can you hear it? A voice, repeating the same few words over and over, in the old tongue of this land. ‘Varek holds the tether. The Archon Varek holds the tether.’ The drowned city was ruled by Archons, and it seems the last of them, Varek Ashmoor, still rules at Blackmire. If he holds the same tether to the in-between that Lysander found beneath the castle, that would explain why the dead there will not stay down.
