You earn character levels with experience, mostly from kills and quests. Each skill also has its own level, which rises as you use it.

Once you reach the level cap, you stop gaining character experience.
Experience beyond what a level needs carries over, so one big gain can raise you several levels at once.

Kill Experience

Creatures give experience when you kill them, based on their level and yours.

142 creatures that give experience match your level within the level range of their zone. Another 25 have a fixed level between 18 and 32.

A kill rolls a random amount of experience from the creature's range. Creatures with experience per level add that amount for each of their levels. The creature's page shows the result for its levels.
Each creature has a percentage modifier for being above your level and another for being below it. A creature at your level uses neither.
Heroic creatures then multiply the amount by the Heroic kill experience multiplier.
Followers reduce your share. With living companions or adventurers following you, you get the amount divided by one plus their number, rounded down. The followers themselves gain nothing from it.
Your weapons also gain experience from the kill: the amount times each weapon's own factor. One weapon gets it in full, and the other gets half.

Quest Experience

Quests give experience as a reward, and some quest steps give experience along the way.

177 quests give experience. Their quest levels go up to 31, and 4 of them have no level range. The highest level that one of them requires is 24.

Quest rewards of currency and experience grow with your level: they are multiplied by 1.06 for each level above 20, and the multiplier stays between 1 and 6. A fraction rounds up with a chance equal to its size, and every reward is at least 1.
Some quest steps also give experience, either a fixed amount or the value of a quest counter.
The Heroic multiplier applies to kills only, so it never raises quest experience.
Unconfirmed Details
Some quest rewards give no experience when experience is disabled for that reward.

Experience Bonuses

These bonuses apply to all character experience, from kills and quests alike.

Your Experience Bonus raises every gain of character experience by its percentage. A bonus of zero or less has no effect.
Active world modifiers then multiply the result.

Skill Experience

Each skill has its own level, and it rises when you use the skill.

Each auto-attack hit gives 2 experience to the skill of the weapon you hit with.
Skill experience buffs, world modifiers, and a positive Experience Bonus change every skill gain. A skill at its maximum level stops gaining experience.
Skills also level up from crafting, gathering, using objects in the world, enchanting, game actions, and quest steps.

Talent Points

You gain talent points as your character levels up, and spend them in the talent trees of your class.

You start with 1 talent point and gain 3 at each level-up. By level 23, that gives up to 67 talent points from starting points and level-ups, before other gains or game effects. That makes 178 by level 60, and the limit is 180.

Game modifiers can change how many points each level gives and the maximum.
Before you learn a talent rank, each required condition on its tree node must pass. A group of optional conditions needs one match, or its specified count when higher.
Each rank spends its own cost from the point type of its tree. Later ranks can cost more than the first.
An ability learned when your class is created starts at rank 1 without spending the first rank's cost. You cannot remove that starting rank.
Talent Points start at 1, with a base gain of 3 for each level-up and a base maximum of 180. Active game modifiers can change the gain and maximum.
